Heavy rainfall from a series of tropical systems overwhelmed large swaths of Mexico, particularly in the states of Hidalgo, Puebla, and Veracruz. In Hidalgo, the situation was especially dire—landslides and swollen rivers left at least 16 people dead and more than 1,000 homes damaged.
