Two Florida Highway Patrol troopers pulled up behind a dented, tan work van with Georgia plates, driving close to the bumper as it rode along Orange Avenue in Fort Pierce.
The troopers stopped the van about 1 p.m. Oct. 21, and soon there were three other patrol cars, both labeled FHP and unmarked. An FHP helicopter circled overhead.
The van carried six landscapers who were on their way to lunch after working all day under the hot Florida sun. The men, all of them Hispanic, were from Georgia and lived in Fort Pierce seasonally to work, said Guadalupe Tovar, who knows them from a WhatsApp group and lives near where they were stopped.
